Mr. Schwarz’s practice areas include Administrative Law, State and Local Taxation, Appellate Practice and Public Utility Law. Mr. Schwarz is admitted to practice before the Missouri Bar, the U.S. Supreme Court, the Court of Appeals for the District of Columbia Circuit, and the U. S. Tax Court. He served as Counsel to the State Tax Commission of Missouri (1979 - 1988), and as Deputy General Counsel and personal adviser to the Missouri Public Service Commission (1992- 2008). He was also a solo practitioner (1988 - 1992).
