Mr. Rynard’s practice areas include State and Local Government Law, Gaming Law, Construction Law, Urban Development and General Litigation. Mr. Rynard is a member of the Missouri Bar and admitted to practice before the United States District Court for the Western District of Missouri, the United States Court of Appeals for the Eighth Circuit and the Supreme Court of the United States. Mr. Rynard is a former Chief Hearing Officer and Hearing Officer for the Missouri State Tax Commission (1989 -1991) and associate counsel with the Missouri Highway and Transportation Commission (1986 – 1989). Mr. Rynard is a frequent lecturer on state and municipal government law issues and has also lectured and written in the area of construction law and environmental law as it applies to contractors and construction projects. He practices in the areas of state and local government law, gaming law, construction law, urban development and general litigation, including extensive experience (over 50 matters) in appellate practice. Mr. Rynard was also an appointed member of the Historic Preservation Commission of the City of Jefferson, Missouri, and served as its chairperson.
